So if you unfortunately bought the retail version, or the launch version, and you really like the game, just buying the DLC is overall more cost effective, than rebuying the complete edition just for the DLC. Why even bother offering all those separate items, when the only logical and cost efficient way to purchase the game is buying the complete edition? Probably because the DVD version, the one you can buy in brick and mortar stores, is the base game. But more importantly: They sell a package containing the games and all the DLC. CharlesGrey: Also, what's up with AAA publishers and their ridiculous DLC tactics? I checked out the Steam store pages for MGSV and its teaser/prequel, and it comes with about a dozen silly DLC items, like alternate outfits.
